One Step Closer to Mooring Field in Boca Chica Harbor

An administrative law judge has upheld Monroe County’s Future Land Use Map (FLUM) amendment, paving the way for the long-anticipated Boca Chica Harbor public mooring field. This decision addresses decades of environmental, public safety, and navigational challenges caused by the area’s previously unregulated and unmanaged anchorage. It has been over 23 years since a public mooring field has been established in the Florida Keys.

The FLUM amendment allows for the construction of essential shoreside facilities required to permit the mooring field. These facilities will include restrooms, a dockmaster’s office, a sewage pump-out station, and recycling areas, all designed to support the harbor’s transformation into a well-managed and environmentally sustainable area.

Monroe County has worked to create a managed mooring field in Boca Chica Harbor for almost two decades. The harbor has historically functioned as an unmanaged anchorage, leading to extensive environmental harm, including damage to coral, seagrass beds, and overall water quality. The area has also suffered from improper waste disposal and the presence of numerous derelict vessels, further exacerbating its ecological and safety challenges.

“This project is a game-changer for the lower Florida Keys,” said Monroe County Commissioner Craig Cates, a long-time advocate for the mooring field. “By managing this harbor, we’re taking a huge step forward in protecting our marine environment, improving public safety, and supporting our liveaboard community.”

The mooring field will feature environmentally friendly anchoring systems designed to prevent damage to the harbor’s seafloor, facilitating the recovery and growth of seagrasses and other marine ecosystems. Additionally, the new shoreside facilities will provide regulated access and services for boaters, enhancing safety, cleanliness, and overall quality of life in the area.

This initiative represents a significant advancement in Monroe County’s efforts to balance environmental conservation with the needs of its boating and liveaboard communities, setting a precedent for sustainable harbor management in the region.
